A "building" is defined as a "closed commercial, residential, governmental or religious worship structure" (Wiki - https://en.wikipedia.org/wiki/List_of_bridges_with_buildings ). Excluded are "Covered bridges" i.e ones only with sides and roof and no closed rooms. Bridges where the building is on an island across which the bridge passes (Buildings on "Piers" rather than the arches are allowed but should be identified as such) "Bridges" which are in effect a "tunnel" e.g in a city where an entire river has been covered over along a significant length and goes under many streets.
